Tropical Storm Dorian spurs Puerto Rico to declare state of emergency, as Florida under possible threat



The fourth named storm of the Atlantic hurricane season was churning in the eastern Caribbean Sea on Tuesday after passing by Barbados and St. Lucia on a track that will take it extremely close to Puerto Rico's southwest coast, spurring the island's governor to declare a state of emergency ahead of the storm.
